Matthew Virkstis focuses his practice on business immigration laws and regulations affecting U.S. and foreign companies, as well as related policy, political, and oversight issues. He is experienced advising trade associations and development companies on the EB-5 Immigrant Investor Program and issues related to adjudication of immigration petitions seeking approval to obtain financing for major infrastructure projects.

Led drafting of legislation and staff negotiation resulting in enactment of S.3245, extension of the EB-5 immigrant investor program and other expiring immigration programs (Pub.L. 112-176).°

Served as Senator Leahy’s lead counsel for oversight of the Department of Homeland Security and advised the Senator in relation to Senate confirmation of Department of Homeland Security and related agency nominees.°
